A formal enquiry under Section 42 of the Care Act 2014 would usually be coordinated by the Local Authority, or a partner with delegated authority such as Cambridgeshire & Peterborough NHS Foundation Trust....
The Local Authority retains the lead role for making an enquiry, but the Care Act allows it to request this is undertaken by another agency. In many cases a professional who already knows the adult will be the person best placed to make enquiries. They may be a Social Worker, a Care Provider, Housing Support Worker, a GP or other Health Worker such as a Community Nurse. When such a request is made under the Care Act there is a duty on partners to cooperate and respond.

Attached is a template provided by Cambridgeshire and Peterborough Adult Social Care Departments for providers to use when undertaking an enquiry, together with guidance on its use. It is not mandatory that it is used, but we would encourage you to do so in order to support you in achieving consistency in the quality of enquiries that are undertaken.
